GIPA
expansion strategy 2005
The following four modalities and approaches have been identified
and recommended as part of GIPA expansion strategies :
UNV modality of placing PLWHA in the host institutions
Utilization and recruitment of persons living with HIV/AIDS in
the institutions and communities
Support groups programmes and communuity-based approaches
Institutionalization of PLWA membership within MANET+
In order to achieve the above strategy, the following areas needs
to be reexamined
Roles and responsibilities of MANET+ in coordinating GIPA program
Capacity building programme
Coordination mechanisms
Mobilization of resources
Monitoring and Evaluation
Networking and collaboration
Publicity and marketing
GIPA activities 2002 -2006
UNDP is currently supporting the Government of Malawi to develop
national Capacity for the Management of HIV/AIDS. The overall
objective of UNDP support to the National AIDS Commission (NAC)
is to address the HIV/AIDS dimensions of poverty by strengthening
the capacity of national and sub-national coordinating, implementing
and monitoring institutions to effectively carry out their roles
and functions in the national response to the HIV/AIDS epidemic.
The five main areas of UNDP support to the NAC are in:
Improving the national capacity for an effective and timely response
to the HIV/AIDS epidemic;
Supporting government to undertake advocacy and policy dialogue
activities, applied social research and policy analysis on the
impact of HIV/AIDS on development and governance;
Assisting public and private sector, AIDS Service Organisations,
and civil society including the faith communities to mainstream
HIV/AIDS in their core activities;
Supporting activities that encourage positive behavioural change
through social mobilization and IEC; and
Promoting PLWHAs involvement in all HIV and development activities
in Malawi.
Promotion of GIPA as an
intervention
The component on promotion of involvement of PLWAs is being implemented
through MANET+. MANET+ has recruited, trained and placed 12 volunteers
in this current phase of the programme. MANET is therefore currently
working with PLWHAs and all the stakeholders to develop a strategy
to take GIPA beyond the NUNV modality.
Expansions of GIPA activity can only succeed if MANET has as many
organisations as possible involving people living with HIV/AIDS
in the response.
In the light of the above, MANET has embarked on creating awareness
of the importance of GIPA. MANET will use the radio, TV, Newspapers,
lobby legislators, donor etc etc
